Patna: In a bizarre administrative lapse in Bihar's Patna district, a government-issued residence certificate was found to have been granted to a dog named 'Dog Babu', with the father's name listed as 'Kutta Babu' and the mother's as 'Kutiya Devi'. The certificate, issued from the Masaurhi zone, has triggered outrage and embarrassment for local authorities.
Upon discovery of the incident, the certificate was immediately revoked, and the Patna district administration launched an urgent investigation. District Magistrate Thiyagarajan S.M. described the matter as “serious and unacceptable,” announcing that preliminary FIRs have been filed against the applicant, the computer operator, and the revenue officer responsible for processing the document.
“We have issued suspension orders against the personnel involved. The Masaurhi Sub-Divisional Officer has been directed to conduct a thorough inquiry and submit a detailed report within 24 hours,” said the District Magistrate. “Such negligence and fraud will not be tolerated under any circumstances. Strict departmental and disciplinary actions will follow.”
The case has sparked widespread public concern over the credibility of official documentation processes and has become a subject of ridicule and debate across the district. Locals have called for stringent action to prevent similar episodes in the future.
According to officials, the application might have been submitted fraudulently or slipped through due to severe negligence during data entry and verification. In response, the district administration has tightened scrutiny protocols for issuing official documents and ordered a wider audit across other blocks and zones.
Authorities reiterated their commitment to maintaining the integrity of public records and ensuring accountability among government staff involved in the issuance of certificates.
