The Saudi Ministry of Interior has intensified efforts to prevent unauthorized pilgrims from entering Makkah and the holy sites ahead of the 2025 Hajj season. Authorities have arrested multiple individuals involved in the illegal transportation of pilgrims without Hajj permits.
According to the Saudi Press Agency, the Hajj Security Forces detained five residents and seven Saudi citizens at Makkah’s entry points for attempting to transport 35 individuals without valid Hajj permits. In a separate case, an Indian resident was apprehended for transporting 22 expatriates with visit visas but lacking Hajj authorisation.
The ministry confirmed that seasonal committees have issued administrative rulings against those arrested, including drivers, facilitators and unauthorised pilgrims. Penalties include imprisonment, fines up to SR100,000, deportation of residents, and a 10-year entry ban for foreigners. Additionally, vehicles used for the illegal transport are subject to confiscation and individuals attempting Hajj without a permit may be fined up to SR20,000.
In a previous operation earlier this week, security forces arrested 37 individuals—20 residents and 17 citizens—for transporting 121 unpermitted pilgrims.
The ministry reiterated that performing or attempting Hajj without a permit between April 29 and June 10 is strictly prohibited. Authorities urged citizens and residents to adhere to regulations and report violations by calling 911 in Makkah, Madinah, Riyadh and the Eastern Province, or 999 in other regions.
Officials emphasised that these measures aim to protect the safety and security of all pilgrims and ensure a smooth and organised Hajj season.
