Saudi Arabia introduces skill-based system for expat work permits

Saudi Arabia’s Ministry of Human Resources and Social Development has introduced a new classification system for expatriate work permits. The permits will now fall into three categories: high-skill, skilled and basic.

The Ministry made the announcement through its official X platform. It said the move will help regulate the labour market and support the goals of Vision 2030 and the National Transformation Program.

The new system started classifying existing expatriate workers on June 18, 2025. Full implementation began on July 6. All new expatriates entering Saudi Arabia from August 3 will fall under this system.

The Ministry has published a guidance manual on its website. The classification is based on educational qualifications, work experience, professional skills, wage level and age.

Officials said the system will help improve employee performance and attract international talent. It will also enhance verification procedures and align workers’ skills with job roles.

The Ministry added that the classification will support economic development by managing skill-level distribution and promoting innovation in the workplace.
