New Delhi: The Special Intensive Revision (SIR) of the electoral roll in Delhi will begin on June 30 with booth-level officers (BLOs) carrying out door-to-door verification, Delhi Chief Electoral Officer Ashok Kumar announced on Wednesday.

Addressing a press conference, Kumar said preparatory work, including training of BLOs and printing of enumeration forms and related documents, will take place between June 20 and June 29.

Around 25,000 personnel, including nearly 13,000 BLOs, will participate in the large-scale exercise. Voters will not be required to attach any documents with the enumeration forms during the initial process, he said.

Kumar stressed that the objective of the SIR is to ensure that no eligible voter is left out while removing only those falling under the ASDDF category — absent, shifted, dead, duplicate, or foreigners — from the electoral rolls.

He said checks and balances would be maintained at every stage of the verification process, with political parties also participating through booth-level agents (BLAs). All related information will be made available on the Chief Electoral Officer’s website.

Awareness campaigns and special camps will also be organised to assist voters in submitting their enumeration forms.

As part of the pre-revision exercise, mapping of voters from the 2002 electoral rolls is currently underway. According to the CEO, 62.44 lakh voters — around 42.5 per cent of Delhi’s total 1.45 crore voters as of May 26, 2026 — have already been mapped.

Each voter will receive two copies of the enumeration form. One completed copy must be returned to the BLO, while voters will also have the option of submitting forms online.

BLOs will visit each household three times. If a house remains locked or no resident is available, the BLO will leave an enumeration form behind. If a voter fails to submit the form, the BLO will conduct local inquiries and may report the voter as absent, shifted, or deceased, depending on the findings.

The revision exercise will cover all voters aged 18 years and above as of the qualifying date of October 1.

Door-to-door verification will continue until July 29, after which the draft electoral roll will be published on August 5. The final electoral roll following the SIR exercise will be released on October 7.

The CEO’s office said that if discrepancies are found in submitted forms, electoral registration officers (EROs) will issue notices to the concerned voters. In such cases, voters may submit any one of 12 approved documents to support their claims.

Voters will also have the right to appeal decisions made by EROs before the District Election Officers (DEOs) and subsequently before the CEO’s office.

Those whose names already appear in the 2002 electoral rolls will only need to submit the filled-out enumeration forms. Voters whose names are absent from the 2002 list can provide details from the electoral records of their parents or relatives.

People who settled in Delhi after 2002 will have to furnish details from the electoral rolls of 2002, 2003, or 2005 from their parent state, including relative names, assembly constituency details, part numbers, and serial numbers.

Political parties will also play an active role in the exercise through two categories of booth-level agents. BLA-2 agents will assist BLOs in the field and can submit up to 50 enumeration forms and 10 appeals per day after publication of the draft roll.

Additionally, political parties will appoint BLA-1 agents in each of Delhi’s 70 Assembly constituencies, and the CEO’s office will conduct training sessions for them, Kumar added.
