J&K granted 83,700 'non-state subjects' domicile certificates
text_fieldsNew Delhi: The Jammu and Kashmir government informed on Wednesday that it has granted domicile certificates to more than 83,700 “non-state subjects” in J&K in the past two years, The Indian Express reported.
The said number is among 35.1 lakh total certificates issued in the same period, the government told the J&K Assembly.
The domicile certificate allows an individual to apply for government jobs and buy property in the Union Territory.
Under the revoked Article 370 of the Constitution, which gave special status to the erstwhile state and was abrogated by the Union government in August 2019, only permanent residents of Jammu and Kashmir could apply for government jobs and own land there. The article arrived at non-state subjects residing in the erstwhile state.
TIE reported that the UT administration said on Wednesday that the term “state-subjects” referred to permanent residents of Jammu and Kashmir as the previous definition in the erstwhile state’s Constitution was no longer applicable
In 2020, new rules were introduced so that outsiders who had lived in the UT for 15 years or studied there for seven years could apply for a domicile certificate.
Meanwhile, Peoples Democratic Party MLA Waheed Ur Rehman Para, who had sought the information in the Assembly, objected to the certification and demanded an investigation into the matter.
TIE quoted him, “We want this to be revoked in totality. Since the certification is a key requirement for securing jobs, the larger figure here represents locals who are also required to secure domicile certificates.”
