Qatar introduces new trade rules to strengthen food security

Qatar has launched its National Food Security Strategy 2030 to diversify trade partners, strengthen resilience and safeguard the nation from global supply chain disruptions.

The strategy sets strict limits on dependency on a single source. The share will be capped at 50–55% for commodities where more than 70% of imports come from one country. For those with a 35–70% reliance, the ceiling will be 35–45%. Each commodity must also have at least three international trade partners to ensure stability during market or geopolitical shocks.

Trade Diversification and Local Support

Alongside diversification, Qatar is enhancing customs and trade policies to encourage local production. The Ministry of Municipality has introduced consultancy services to help businesses expand into global markets. Plans include a regional trade centre, manufacturing of programmed feed and food products, and expanded use of Hamad Port’s storage facilities to strengthen trade capacity.

Strategic Investments Abroad

Qatar is investing in overseas supply chains to cover half its domestic demand for green fodder and red meat. This includes partnerships in feed production, cattle operations and storage facilities abroad. Such measures aim to balance international trade with national food security priorities.

Building a Resilient Food System

The strategy revolves around three pillars:

  • Local production and markets
  • Strategic reserves and early warning systems
  • International trade and investment

Sustainability is central to the roadmap, addressing all stages of the supply chain while aligning with environmental priorities and food safety standards.

Progress and Future Goals

Qatar has already achieved notable progress in fresh produce, poultry, dairy and dates, with higher self-sufficiency levels reached over the past decade. The new strategy builds on this success with advanced technologies and stronger public-private sector cooperation.

Through this ambitious plan, Qatar aims to ensure safe, high-quality and affordable food supplies, reinforcing food security as a pillar of sustainable development in line with Qatar National Vision 2030.
