Saudi Arabia tops global rankings in ICT development for 2025

Saudi Arabia has achieved the top global ranking in the 2025 ICT Development Index, released by the International Telecommunication Union (ITU). The index evaluates digital progress across 164 countries, focusing on universal and effective connectivity.

The Communications, Space and Technology Commission (CST) confirmed the Kingdom’s number one position, attributing the achievement to sustained national efforts to enhance competitiveness and promote sustainable growth within the ICT sector.

CST noted that Saudi Arabia’s robust digital infrastructure has significantly boosted the expansion of its digital economy. In 2024, the digital economy reached a value of SR459 billion, contributing 15% to the national GDP.

Saudi Arabia’s ICT market is now the largest and fastest growing in the Middle East and North Africa, with a valuation of SR180 billion last year. The country also recorded exceptional connectivity metrics, including a mobile subscription penetration rate of 212% and monthly data usage per user three times above the global average.

The report reflects Saudi Arabia’s growing leadership in digital transformation as it advances towards its Vision 2030 goals.
