UAE launches world’s first AI-driven regulatory ecosystem in governance

Abu Dhabi: The UAE Cabinet, chaired by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, has approved the launch of the world’s first integrated regulatory intelligence ecosystem. The decision was made during a Cabinet meeting held at Qasr Al Watan on Monday.

The newly approved system introduces a new model for legislation and policy-making, utilising advanced artificial intelligence to enhance the UAE’s legal infrastructure. It aims to transform the country’s legislative framework from traditional static laws into a dynamic, responsive system capable of adapting to rapid global changes in real time.

The ecosystem will serve as a unified platform, integrating federal and local laws, judicial rulings, executive procedures and public services. It also includes the creation of the largest national legislative database and a real-time global legislative monitoring system, designed to assess the relevance and impact of international developments on the UAE.

“This new legislative system, powered by artificial intelligence, will change how we create laws, making the process faster and more precise,” said Sheikh Mohammed.

“It will ensure that our legislative framework stands out, aligning our laws with the best global practices while staying true to the unique path of our rapid development”.

The Cabinet also approved the establishment of the Regulatory Intelligence Office, which will oversee the new system. The office will be responsible for legislative planning, ensuring coherence across all layers of UAE governance and facilitating the continuous refinement of laws.

Officials noted that the use of AI tools is expected to reduce the time required for drafting, reviewing, and enacting legislation by up to 70%, marking a major leap in efficiency and responsiveness.

The initiative reinforces the UAE’s position as a global leader in smart governance and legislative innovation, maintaining national values while embracing technological advancement.
