Despite the ECI requiring proof of citizenship beyond Aadhaar, voter ID and ration cards, nearly 2,92,048 Bihar voters were enrolled with house numbers ‘0’, ‘00’ or ‘000’, while its claim of receiving no political party or agent complaints was contradicted by several booth-level agents asserting they had filed written grievances with varying degrees of success.
