United Nations: India has reiterated its strong backing for a two-state solution to the Israel’s war on Palestine, urging direct dialogue and diplomacy between the two sides to achieve lasting peace.

Addressing the UN High-Level International Conference on ‘The Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution’, India’s Permanent Representative to the UN, Ambassador Parvathaneni Harish, said that global efforts should now focus on practical steps to realize a two-state solution rather than being content with “paper solutions.”

“Our efforts must now focus on how to bring about a two-state solution through purposeful dialogue and diplomacy, and bringing the parties to the conflict to engage directly with each other,” Harish told the gathering.

He said the conference provides a chance to look back at the progress made so far in the pursuit of peace through a two-state solution.

He emphasized that reaffirming support must translate into actionable measures that can improve the daily lives of Palestinians. India, he said, stood ready to contribute to this “noble endeavor.”

The conference, held from 28 to 30 July, is co-chaired by Saudi Arabia and France. Its 25-page outcome document, titled ‘New York Declaration on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution’, called for an immediate end to the war in Gaza, the release of all hostages, and the transfer of governance in Gaza to the Palestinian Authority following a ceasefire.

Harish highlighted India’s short-term priorities, including an immediate ceasefire, unimpeded humanitarian aid to Gaza, and the release of all hostages. He also reminded the forum that India was one of the first countries to recognize the State of Palestine in 1988 and remains committed to the two-state framework.

“It is also India’s earnest desire to see peace and calm prevail in the Middle East. Lasting solutions are required to achieve this,” he said.

Expressing concern over the worsening humanitarian crisis in Gaza, Harish said tens of thousands had been killed, medical facilities destroyed, and children deprived of schooling for more than 20 months. He stressed that humanitarian assistance, including food, fuel and basic necessities, must be delivered without political hindrance.

Harish added that large-scale reconstruction and rehabilitation efforts would be needed in the years ahead and underlined the importance of economic development to create hope, jobs and investment opportunities for Palestinians. India has so far committed about USD 160 million for projects aimed at improving the daily lives of the Palestinian people.

“Neither party should feel insecure. A sovereign, viable and independent State of Palestine within recognized and mutually agreed borders, living side by side with Israel in peace and security, is a prerequisite for enduring peace and sustainable development,” he said.

UN Secretary-General Antonio Guterres, in his address, underscored that Palestinian statehood is a right, not a reward. “My central question to those who stand in the way is this: What is the alternative?” he asked, warning that denying statehood would embolden extremists worldwide.

Guterres stressed that the two-state solution is essential for peace, justice and compliance with international law, rejecting any scenario where Palestinians live under perpetual occupation or are expelled from their land.

“That is not peace. That is not justice. That is not in accordance with international law. And that is not acceptable,” the UN chief said.
