Chargesheet filed by NIA against senior CPI (Maoist) leader C.P. Moideen

The National Investigation Agency (NIA) has submitted a supplementary chargesheet to the NIA Special Court in Hyderabad against a senior figure of the banned Communist Party of India (Maoist).

The charges, filed under multiple sections of the Unlawful Activities (Prevention) Act, 1967, and the Indian Penal Code, relate to an alleged conspiracy against the Indian state.

As per the NIA’s findings, the accused—C.P. Moideen, also known by the alias Girish—played a key role in the Maoist plan to carry out hostile actions against the Government of India.

Evidence collected during the probe indicates that he was deeply involved in the functioning of the Western Ghats Special Zonal Committee (WGSZC) of the CPI (Maoist), Maktoob Media reported.

Further investigation uncovered that Moideen served as a member of the Special Zonal Committee and later stepped into the position of Secretary of the WGSZC after the arrest of Central Committee leader Sanjoy Deepak Rao in September 2023.

C.P. Moideen is accused of directing the activities of the People’s Liberation Guerrilla Army (PLGA) units operating under the Western Ghats Special Zonal Committee (WGSZC).

According to the National Investigation Agency (NIA), he played a central role in recruiting new cadres, spreading Maoist ideology, and planning violent attacks against security personnel in the Kerala–Karnataka–Tamil Nadu tri-junction area.

Moideen was first taken into custody by Kerala Police in August 2024 and was formally arrested by the NIA in January 2025.

The case traces back to September 2023, when Telangana Police initially registered it following the arrest of Maoist leader Sanjoy Deepak Rao, who was found with arms, ammunition, and banned literature.

The NIA later assumed control of the investigation, filed charges against Rao, and expanded the inquiry to disrupt the CPI (Maoist)’s efforts to regroup and rebuild its urban and armed network.

Established in 2011, the WGSZC is considered a key Maoist operational wing, responsible for conducting armed rebellion in the strategically significant tri-junction region. It is the fourth designated ‘Guerrilla Zone’ in India, alongside those in North Telangana, Dandakaranya, and the Andhra-Odisha border.
