The 2025 Monsoon Session of Parliament is expected to witness intense debates as the Opposition, led by the Congress, prepares to challenge the government on a range of pressing issues - from national security lapses to foreign policy controversies and electoral reforms.

The Congress party has announced that it will demand an explanation from Prime Minister Narendra Modi over the recent terrorist attack on tourists in Pahalgam, Jammu and Kashmir. Concerns about the breach of security and lack of preventive measures are high on the party’s agenda.

In addition, the party is seeking answers regarding US President Donald Trump's recent claims of mediating a ceasefire between India and Pakistan.

The Special Intensive Revision of electoral rolls in Bihar is also expected to be scrutinised.

Congress leader Jairam Ramesh highlighted these priorities in a post on X (formerly Twitter), underscoring the party’s intention to raise these matters during the session.

Gaurav Gogoi of the Congress emphasised the need for discussion on national defence, stating: “Our senior army officers have raised a very sensitive issue about the two-front axis that has been formed on our border with China, Pakistan, and Bangladesh. So it is very important that we talk about defence and foreign policy.”

The party is also pushing for dialogue on restoring full statehood to Jammu and Kashmir, Schedule VI status for Ladakh, and the ongoing crisis in Manipur.

Ahead of the session, an all-party meeting was held with participation from 51 political parties. Parliamentary Affairs Minister Kiren Rijiju urged parties to work together to ensure the smooth functioning of the House. Rajya Sabha Chairman and Vice President Jagdeep Dhankhar echoed the sentiment, calling for mutual respect among political factions.

The government has a tight legislative calendar, with 21 sittings scheduled over a 32-day period until August 21.

A short recess is planned from August 12 to 18.

Among the legislative highlights, eight new bills are slated for introduction and eight pending bills will be taken up for discussion and possible passage.

Key among these is the Income-Tax Bill, introduced during the Budget Session earlier this year. The bill, along with the amendments recommended by a select committee, will move forward following cabinet approval.

Another major bill on the agenda is the Jan Vishwas (Amendment of Provisions) Bill, which aims to enhance the ease of doing business and improve regulatory compliance.
