Abu Dhabi to launch TAMM 4.0, world’s most advanced AI government platform

The Abu Dhabi Government Enablement Department announced that it is close to achieving full operational deployment of artificial intelligence (AI) technologies across all government entities. The announcement comes ahead of the launch of TAMM 4.0, an advanced AI-powered government platform, during GITEX 2025 in October.

TAMM 4.0 is described as the world’s most advanced AI-powered government platform. It is designed to provide proactive, integrated services, predict outcomes using machine learning, and offer multilingual virtual assistance tailored to individual users. The platform also automates routine, rules-based decisions, including approvals and compliance, to simplify transactions for customers while enabling employees to focus on higher-value tasks.

Ahmad Tamim Hisham Al Kuttab, Chairman of the Abu Dhabi Government Enablement Department, said, “Our goal is to build a government that is simple, smart, and responsive—one that mirrors the technology people use in their daily lives. TAMM 4.0 brings this vision to life in a practical and tangible way.”

To date, more than 100 AI use cases have been deployed across over 40 government entities in Abu Dhabi. Applications include delivering proactive services by tracking life events and activating related government services without the need for applications or forms, real-time economic activity analysis with instant compliance guidance and foresight capabilities for workforce optimization. The services are accessible in more than 15 languages.

The department has also launched AI Majlis workshops to encourage public engagement. Modeled after the traditional Emirati majlis, these forums highlight AI applications in daily life and promote awareness of ethical AI use.

The government workforce is undergoing a major skills shift, with more than 95% of Abu Dhabi’s 30,000+ government employees having completed AI training programs. These programs emphasize responsible and ethical practices, preparing employees for an AI-driven public sector. In addition, new leadership roles, including Chief Digital and AI Officers across entities, are being introduced to strengthen governance and innovation.

The initiatives align with the Abu Dhabi Government Digital Strategy 2025–2027, supported by AED 13 billion in investment. The strategy seeks to position Abu Dhabi as the world’s first AI-driven government by 2027. Its priorities include full adoption of sovereign cloud infrastructure, data-driven decision-making, unified digital frameworks and enhanced cybersecurity.

By 2027, Abu Dhabi aims to establish a global benchmark for responsible AI adoption, with the goal of delivering accessible, people-centric public services and strengthening trust through transparent governance.
